In an administrative directive aimed at curbing project cost overruns and delays, Karnataka Chief Secretary Shalini Rajneesh has instructed all government departments, public corporations, and implementing agencies to strictly enforce timebound construction schedules. According to a circular issued on August 29, physical construction for all government infrastructure projects must start within the timeframe specified in tenders or work orders, and no later than 30 days after a work order is awarded.
The order explicitly addresses a long-standing practice where public works remain stalled for months as officials wait to align schedules with political VIPs for traditional groundbreaking ceremonies, foundation-stone layings, or ceremonial inaugurations. Under the new guidelines, state officials must ensure that land acquisition, technical approvals, and financial sanctions are cleared before issuing work orders. If VIP availability prevents a ceremonial Bhoomi Puja within the 30-day window, physical construction must proceed immediately regardless, with formal events scheduled at a later stage. The Chief Secretary highlighted that unnecessary delay increases contract costs, creates legal complications, and deprives the public of essential civic infrastructure.
