The Karnataka Revenue Department has formally issued an order authorizing urban local bodies and gram panchayats across the state to implement a regularisation mechanism converting eligible 'B' Khata properties into 'A' Khata status. Issued on September 9, 2026, the government order will remain in force until December 31, 2027, giving property owners ample time to complete the necessary documentation and compliance procedures.
Under the framework, the measure covers plots, sites, or land measuring up to 1,000 square metres situated within the administrative jurisdictions of urban local bodies or gram panchayats. To qualify for conversion, the property must have already been put to non-agricultural use, provided that such usage is permissible under the relevant local Master Plan, zonal regulations, or town planning rules. The order explicitly delegates administrative authority to local officials, including Panchayat Development Officers (PDOs) in rural regions, as well as Town Municipal Council Chief Officers, City Municipal Commissioners, and Zonal Commissioners in urban areas. These officers are mandated to collect conversion charges, regularisation fees, and penalties before issuing official 'A' Khata certificates.
For property owners, obtaining an 'A' Khata title is crucial as it grants full legal recognition, making properties eligible for bank loans, building plan approvals, and seamless resale. The long-awaited policy provides major administrative relief for lakhs of property holders across Bengaluru and other urban centers in Karnataka who previously held unregularised 'B' Khata records.
