Bengaluru's Civic Works Hampered by Engineer Shortage as Citizens Demand Focus on Maintenance

Bengaluru's civic administration is currently grappling with a significant shortage of engineering personnel, nearly eight months after the dissolution of the erstwhile BBMP and the formation of the Greater Bengaluru Authority (GBA) with its five constituent corporations. Reports indicate that approximately 40% of engineering positions, particularly Assistant Engineers (AEs) and Assistant Executive Engineers (AEEs), remain unfilled across the GBA. This substantial deficit is severely impacting the execution and oversight of crucial civic works, including road maintenance, drain management, and project monitoring. For instance, in B-SMILE, the special purpose vehicle for large-scale projects, only 11 out of 48 sanctioned AE positions are currently staffed, leading to individual engineers managing projects worth crores of rupees, often without adequate support. This overburdening results in delays in addressing public grievances on platforms like Sahaya, with many complaints going unresolved or closed without action. This operational inefficiency is further exacerbated by the onset of the monsoon, with 49% of civic works reportedly ongoing or stalled due to insufficient monitoring. Amidst these administrative challenges, citizens and resident welfare associations have voiced strong expectations from the newly appointed Bengaluru Development Minister, Krishna Byre Gowda. They are advocating for a paradigm shift from a project-centric approach to one that prioritizes consistent maintenance of existing infrastructure, including roads, footpaths, streetlights, and waste management. There is a demand for improved coordination among various agencies like the Bengaluru Traffic Police, BMRCL, and BMTC to enhance last-mile connectivity, particularly in the rapidly developing outskirts of the city. Civic groups also emphasize the need for systemic issue resolution through "root cause" analysis, regular spot inspections by the minister, and increased accountability from officials. This collective call underscores the urgent need for robust governance and efficient resource allocation to tackle Bengaluru's persistent civic issues.
