Defence Minister Rajnath Singh Launches Framework to Share DRDO Software Source Code with Industry

During the 'VIMARSH' DRDO-Industry Synergy Meet held in New Delhi on September 15, 2026, Defence Minister Rajnath Singh unveiled key policy initiatives aimed at empowering MSMEs and deep-tech startups while boosting indigenous defence manufacturing. A primary highlight was the launch of a standardized and secure framework for sharing software source codes developed by the Defence Research and Development Organisation (DRDO) with licensee industries. This initiative is designed to accelerate software-defined defence capabilities, simplify system upgrades, and manage technological obsolescence. To foster greater participation from smaller enterprises and technology innovators, the Ministry of Defence introduced measures to lower financial and technical entry barriers. These measures include direct research funding, incubation assistance, and dedicated access to DRDO's advanced testing facilities. During the event, nine Licensing Agreements for Transfer of Technology (LAToTs) were handed over to 13 manufacturing partners, enabling the commercial production of advanced defence systems. Additionally, strategic Memorandums of Understanding (MoUs) were signed with the Society of Indian Defence Manufacturers and Laghu Udyog Bharati to expand industry outreach. DRDO also partnered with the Quality Council of India to deploy the System for Advance Manufacturing Assessment and Rating (SAMAR) 2.0 to evaluate the manufacturing readiness of domestic firms. Minister Rajnath Singh emphasized that integrating startups and MSMEs into the defence supply chain is vital for achieving self-reliance and establishing India as a global manufacturing hub.
