The Karnataka Cabinet, on August 13, 2026, gave its nod to 'The Karnataka Regulation of Use of Government Premises and Public Property Bill, 2026', a significant piece of legislation designed to govern the use of public assets across the state. The Bill makes it mandatory for individuals, organizations, associations, and societies to obtain prior written permission from competent authorities before conducting any events, rallies, or gatherings on government land, buildings, roads, parks, playgrounds, water bodies, and other public properties.
This move comes amidst ongoing discussions about the responsible and orderly use of public spaces, and replaces a 2025 government order that had also sought to regulate such activities. The proposed law defines 'procession' broadly to include gatherings of more than ten people with a common objective, encompassing political, religious, and social events. While the government asserts the Bill aims to prevent misuse and establish a clear legal framework for public property utilization, it has generated considerable political debate.
Opposition parties, particularly the BJP, have raised concerns, suggesting that the legislation might be intended to curb the activities of specific organizations like the Rashtriya Swayamsevak Sangh (RSS) which often conducts route marches and gatherings. Home Minister Priyank Kharge has clarified that the regulations would apply equally to all entities and are not aimed at any particular institution. Violations of the proposed law could lead to stringent punishments, including imprisonment for up to three years and substantial fines, with repeat offenses attracting even harsher penalties. The offenses are proposed to be cognizable and non-bailable, empowering police to make arrests without a warrant.
