Karnataka Government Advances Apartment Ownership Bill to Safeguard Homebuyers' Rights

Karnataka Chief Minister D.K. Shivakumar recently reiterated the state government's unwavering commitment to safeguarding the interests of apartment owners through the proposed Karnataka Apartment (Ownership and Management) Bill, 2026. Addressing representatives of apartment owners' associations in Bengaluru, the Chief Minister underscored that the new legislation is being framed with the singular objective of benefiting property buyers. The proposed Bill seeks to provide comprehensive legal clarity and protection, ensuring that apartment purchasers secure complete ownership rights without facing the myriad challenges often encountered during property registration and transfer processes. The initiative comes in response to long-standing grievances from apartment residents, particularly concerning delays in property document transfers by some developers. Shivakumar assured residents that the government would actively engage with builders to streamline and enhance the transparency of the transfer process. He also highlighted Karnataka's significant progress in governance reforms, citing the "e-khata revolution," which has already facilitated the issuance of nearly 26 lakh e-khatas out of approximately 40 lakh properties in Bengaluru, marking it as one of the nation's largest such undertakings. Before its introduction in the Assembly session beginning August 6, the Chief Minister confirmed that extensive consultations would be held with various stakeholders, including leaders of all political parties and MLAs, to incorporate constructive suggestions. This collaborative approach aims to refine the Bill, making it robust and effective in resolving issues related to apartment ownership, registration, and management, thereby fostering a more secure and transparent real estate environment in Bengaluru and across the state.
