Karnataka Unveils 'Government First' Policy to Integrate Startups into Public Sector

The Karnataka government is finalizing its "Government First" policy, a pioneering initiative designed to facilitate the direct procurement of advanced technological solutions from startups by government departments. This strategic framework, expected to be rolled out by September, aims to overcome the conventional procurement challenges that often deter nascent firms from engaging with the public sector. Currently, deep-tech startups frequently face hurdles such as the absence of competitors for price comparison or the inability to meet eligibility criteria like prior government experience or specific turnover requirements. The new policy, which has already received clearance from the finance department and awaits cabinet approval, will establish an expert committee. This committee, comprising specialists from academia, industry, and research institutions, will critically evaluate startup technologies and recommend appropriate costs for their adoption within government applications.
