President Promulgates Regulation Establishing High Court Bench in Ladakh

In a major public administration and constitutional development, the President of India has promulgated the Union Territory of Ladakh (Sitting of Bench of the High Court of Jammu and Kashmir, and Ladakh in Ladakh) Regulation, 2026. The official notification, published in the Gazette of India Extraordinary, operationalizes the establishment of a permanent sitting bench of the High Court within the Union Territory. The swift executive action comes exactly seven days after the Union Cabinet approved the proposal chaired by Prime Minister Narendra Modi. The new regulation directly addresses a longstanding public administration grievance regarding judicial accessibility in the remote, high-altitude region. Previously, residents of Ladakh were required to travel hundreds of kilometers across challenging mountainous terrain to Srinagar or Jammu to file petitions or attend judicial hearings. Under the new administrative order, High Court judges will hold regular sittings in Ladakh, significantly cutting down litigation costs, legal delays, and geographical hurdles for citizens living in remote border areas. Lieutenant Governor Vinai Kumar Saxena and Union Home Minister Amit Shah welcomed the promulgation, emphasizing that bringing the High Court bench closer to the people guarantees constitutional rights and democratic governance in the territory. The judicial infrastructure initiative is accompanied by administrative preparations to establish permanent courtrooms, registry offices, and digital court technology in Leh and Kargil to facilitate seamless legal operations.
