Telangana Assembly Passes Bill to Co-opt Transgender Persons in Municipal Bodies

The Telangana Legislative Assembly has passed the Telangana Municipalities (Fourth Amendment) Bill, 2026, marking a significant reform in inclusive urban governance. Tabled by State Legislative Affairs Minister D. Sridhar Babu on behalf of Chief Minister A. Revanth Reddy, the legislation amends the Telangana Municipalities Act, 2019 to enable the co-option of transgender persons as members in municipal corporations across the state. Specifically, the newly passed amendment mandates the co-option of one transgender individual as a full member in each of the nine municipal corporations situated outside the Core Urban Region (CURE) of Hyderabad. The state government stated that the initiative is designed to uphold constitutional values of human dignity, equality, and non-discrimination by mainstreaming historically marginalized gender-diverse communities into formal local administration. Addressing the Assembly, Minister Sridhar Babu highlighted that while social welfare programs provided temporary relief, the historical absence of formal institutional representation constrained transgender citizens from participating in civic decision-making processes. With this statutory change, co-opted transgender representatives will directly participate in municipal deliberations, policy formulation, urban infrastructure planning, and budget allocations. Community advocates and civic leaders hailed the passage of the bill as a progressive step toward inclusive public administration in South India.
