Union Government Releases DILRMP 3.0 Guidelines with ₹565.50 Crore Outlay for Digital Land Stack and Universal Bhu-Aadhaar

The Department of Land Resources under the Ministry of Rural Development has officially unveiled the operational guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 for 2026–2031. Formally launched by Union Minister Shivraj Singh Chouhan during a national conference at Krishi Bhawan in New Delhi, the Central Sector Scheme carries an approved financial outlay of ₹565.50 crore over five years. Building on earlier phases that digitised over 99% of Rights of Records and Sub-Registrar Offices nationwide, DILRMP 3.0 transitions India's land administration from basic digitization to an integrated, GIS-enabled Digital Public Infrastructure termed the "Land Stack". Under the new guidelines, every land parcel across the country will be assigned a 14-digit Unique Land Parcel Identification Number (ULPIN), known as Universal Bhu-Aadhaar, creating an indisputable identity for properties. The initiative mandates complete georeferenced cadastral mapping and paperless property registration through a unified national repository. Additionally, 75 high-footfall Sub-Registrar Offices will be upgraded into modern Registration Seva Kendras with an allocation of ₹37.5 crore, while Revenue Courts will be integrated digitally to resolve property disputes rapidly. For citizens and property owners, the unified platform aims to eliminate frequent physical visits to government offices, prevent land fraud, and streamline cross-departmental land management across all states and Union Territories.
