The Election Commission of India (ECI) has intensified efforts to promote democratic participation among young citizens by expanding Electoral Literacy Clubs (ELC 2.0) across schools, colleges, and universities nationwide. Speaking at the fifth regional conference held in Ahmedabad on September 11, 2026, Chief Election Commissioner (CEC) Gyanesh Kumar emphasized that today's students are the torchbearers of India's democracy. The initiative, structured under the tagline 'Learn Democracy. Lead Democracy,' integrates the ECINET digital platform to deliver continuous, year-round electoral literacy activities, voter registration guidance, and experiential learning modules. Covering an educational ecosystem of approximately 15 lakh schools and nearly 1,500 universities, ELC 2.0 aims to ensure that first-time voters understand transparent election mechanisms, civic rights, and constitutional values before entering adult citizenship. Under the framework, educational institutions will set up structured clubs that facilitate interactive learning regarding voter enrollment, electronic voting processes, and civic responsibilities. The Commission noted that engaging young learners directly through academic campuses represents a long-term investment in sustaining robust democratic governance and transparent electoral participation.
