Uttar Pradesh is embarking on a transformative journey to establish itself as India's leading hub for Artificial Intelligence (AI), electronics, and startups. This ambitious roadmap, articulated by IT and Electronics Minister Sunil Kumar Sharma at the recent CII Uttar Pradesh AI Tech Summit 2026 in Lucknow, emphasizes AI as a contemporary necessity rather than a futuristic concept, offering vast opportunities across governance, business, education, healthcare, agriculture, and manufacturing. The state's strategy involves creating a robust AI ecosystem through innovation promotion, strengthening digital infrastructure, supporting emerging startups, and developing a skilled workforce. Key initiatives include the establishment of an "AI City" in Lucknow, designed as an integrated township with plug-and-play office spaces, research facilities, and residential amenities to attract global technology companies and foster a complete tech ecosystem. Additionally, two "Deep Tech Hubs" are planned for Lucknow and Noida, focusing on specialized areas such as applied AI, GovTech, industrial AI, biosciences, quantum computing, and semiconductor design. These hubs aim to serve as integrated platforms connecting researchers, startups, investors, educational institutions, and industry, with a strong focus on commercializing research and nurturing high-value technology ventures. Complementing these efforts, the Uttar Pradesh Data Centre Policy 2026 has been approved, targeting over 2 GW of additional data centre capacity and attracting more than ₹2 lakh crore in investments, positioning the state as a green, AI-ready data centre hub. This policy, which replaced the 2021 framework, prioritizes GPU-based data centres and energy-efficient facilities, reflecting the increasing demand for high-performance computing essential for AI development. The government is also preparing a comprehensive AI Policy and an AI Mission to guide research, innovation, skilling, and industrial adoption, thereby preparing the state for the economy of the future and aiming to create job creators rather than just job seekers.
